Video Summary
The Sustainable Fleet Technology webinar focused on electric vehicle (EV) options for law enforcement, featuring experts from diverse agencies sharing firsthand experiences with EV adoption in police fleets. Lieutenant Brad Hopkins from the California Highway Patrol detailed their Police Vehicle Evaluation Program, which tests pursuit-rated combustion, hybrid, and EV vehicles on performance, braking, dynamics, and pursuit simulation courses. Their findings show EVs have competitive top speeds and acceleration compared to internal combustion engines. Despite EVs' heavier weight, braking distances were similar, and EVs passed stressful pursuit course tests without brake overheating.

Lieutenant Rusty Rhee of Chula Vista Police Department discussed practical challenges integrating EVs into their fleet, emphasizing the importance of shared vehicle programs to manage charging times and addressing officer concerns about EV reliability. His department started with EVs in specialized units before extending to patrol vehicles, navigating issues like parts availability and outfitting adaptations. Officers adapted well to features like one-pedal driving, which enhances safety and braking responsiveness.

Retired Chief Neil Cervenka shared insights from a smaller, rural department's EV transition using the electric Ford F-150 Lightning. Key lessons included the need for dedicated training, managing range anxiety, infrastructure delays, and the value of grant-funded charging installation. The new EV trucks reduced fuel and maintenance costs significantly and received positive internal and community feedback.

Panelists emphasized no one-size-fits-all approach: EV suitability depends on agency size, geographic coverage, duty cycles, and infrastructure. Hybrid fleets offer resilience amid fuel or power outages. Microgrid and fast-charging infrastructure can support fleet reliability and resilience but require significant investment. Training, leadership buy-in, and ongoing feedback remain critical to successful EV fleet integration. Overall, the webinars highlighted promising EV capabilities for law enforcement, tempered with practical challenges and strategies for smooth adoption.
